Re: Update on May 15th 2008 CEC Workshop—Portable Electric Spas and Pool Pumps/motors
We just received the CEC’s Staff Final Report from the May 15, 2008, Workshop which dealt with, among other matters, the issue of amending the multi-speed swimming pool motor. The regulation today applies only to new pool construction. PG&E, and the Commission’s staff, want the requirement to also require variable speed pump motors to be required whenever an existing pool’s motor requires replacement.
The below Web address will get you the CEC document. You will want to read pages: i, ii, iii, 13 (Page 19 on your computer screen), 14 (Page 20), 17 (Page 23) and 18 (Page 24). While the May 15th hearing was addressed by several from the pool industry pointing out a number of problems that will be created if the Commission adopts the retrofit recommendation. It recommends that replacement pool pump motors be required to be variable-speed, as with new construction.

There will be future hearings by the Commission on this change with the opportunity for additional input from those opposing and those supporting the amendment. If the Commission adopts the retrofit requirement, it will likely go into effect around January 1, 2010.

Please be extremely careful NOT to interchange the terms “MULTI-SPEED” AND “VARIABLE-SPEED”. What the CEC code requires (in Title 20) is “MULTI-SPEED” pumps and motors, and NOT “VARIABLE-SPEED” ones. “Multi-speed” means TWO OR MORE speeds. Therefore, Variable-speed pumps/motors are certainly ONE viable OPTION to meet a “MULTI-SPEED” requirement. However, the converse is NOT true – i.e., TWO-speed pumps and motors are NOT “variable-speed” ones.
